Planning Services
The planning process framework starts with performance-based budgeting by OSPB. Each year, agencies prepare an annual performance plan that outlines performance goals, processes, inputs, outputs, and outcomes for major programs. These plans should connect to agency operational master plans, detailing the agency's identity, activities, and methods. These operational plans inform subsequent facility planning, leading to a facilities master plan that assesses and organizes facility needs. Identified projects over $500,000 require a facility program plan as the basis for capital requests.
The Colorado Commission for Higher Education oversees planning for higher ed institutions. The Department of Transportation, Parks and Wildlife, and the Land Board are excluded from this OSA-managed process per 24-30-1301-15b.
In addition to establishing and administering the planning process as it relates to state agencies, the Planning Program can assist state agencies with their planning needs through the use of a planning consultant.
