Sustainability Guidelines and Requirements for Operational Master Plans, Facility Master Plans, and Facility Program Plans

Agencies undertaking new Operational Master Plans (OMP), Facility Master Plans (FMP), and Facility Program Plans (FPP) must include plans or steps to comply with the Governor’s sustainability initiatives and recent legislation. Furthermore, agencies with approved OMP, FMP and FPP must also comply on each new project. Agencies with existing and approved OMP, FMP, and FPP will be notified of any new requirements by the Office of the State Architect and will have twelve (12) months to submit an amendment to their plan accordingly. The plan or amendment will illustrate how the agency will address or comply with the requirement, a timeline to comply, or a waiver from the requirement. Any planning budgets or cost exercises should be adjusted to consider the effect of sustainability requirements.

The Statewide Planning Program retains architectural planning consultants to assist with all planning efforts at no cost to the agency. However, our funding is limited. Agencies should work with the Statewide Planning Program and budget accordingly for their planning efforts.
